CAPE CORAL, Fla. — A dog found emaciated and full of scars is recovering at the Cape Coral Animal Shelter.
Shelter officials said they received an emergency request for help from animal control in a nearby county on Friday.
After a restful night, the shelter said Billy was eating and wagging his tail for the first time in a long time the following day.
