SARASOTA COUNTY, Fla. — Florida Highway Patrol Troopers have arrested a man for leaving the scene of a crash involving a serious injury to a 13 year old bicyclist that took place on Aug. 16.
David Ching Cheng Chang, the man arrested, also damaged property and destroyed evidence as he left the scene.
The troopers located the vehicle that Chang used in Tampa.
