Accomplice not arrested in sex assault, kidnapping in Cape Coral

The man detailed in an arrest report for a sex assault case that started at a Cape Coral Taco Bell has not been arrested for his involvement.

The man's name is redacted from the arrest report of his alleged accomplice, 19-year-old Laila Fouissi, but the report says the  man is involved in forcing the victim to perform sex acts on him.

Fouissi was arrested in June for orchestrating the kidnapping and sexual assault of the victim. Cape Coral Police said she was the victim's manager at the Taco Bell on Hancock Bridge Parkway for three months, before suggesting the victim could make good money as a stripper in Miami. Fouissi told the 17-year-old girl all she would have to do is "meet a guy."

Police say Fouissi and the man kidnapped the victim from her home, brought her under a bridge on Del Prado Boulevard, and forced her to perform sex acts on the man.

"How many people were probably going over her, having no idea what was happening?" Megan Estrom, Founder and CEO of Be the Light Human Trafficking Outreach said.

The Cape Coral Police records department said no other arrests have been made in this case, meaning the man who police say forced the victim to perform sex acts on him -- whose name is redacted from the report -- is still free.

"It seems like they know who did it and it's odd to see someone who's guilty not arrested," Estrom said.

She said sometimes it takes time for investigators to build a case and piece together information in order to prove the person did what they did.

"The fact that he wasn't arrested even though they've done this is a bit unique to this case," Estrom said.

She believes the case is far from closed.

"There's more to uncover with this story, and I'm assuming authorities are working hard to figure it out," Estrom said.

Fox 4 reached out to the Cape Coral Police Department for comment on where the investigation stands, but have not heard back yet.
