LEE COUNTY, Fla. — In neighborhoods all over Lee County, it's a little known secret that houses are being bought and used to offer low rent to people with mental illness or substance abuse issues.

The non-profit behind the program says it provides support to the people who live in these properties, but a string of recent incidents, including five deaths in the last three years, has neighbors and people in the program concerned.
Now, that organization has plans to rapidly expand its operations.
Fox 4 Investigative Reporter Rob Manch has been working for the past month to learn as much as he can about the non-profit and its operation that now spans across six counties.
