A South Florida dog was found under a car tethered to a rope.
The dog was found in terrible shape on the streets of Miami, Florida. A neighbor reached out for help and the dog was rescued by a rescue foundation and is being treated at an animal hospital in Davie, Florida. She is expected to make a full recovery
