CAPE CORAL, Fla -- The superintendent of Cape Coral Charter Schools said there will be policy changes, Friday, after a student was abducted by her non-custodial stepfather.
Charges were filed against Theodore Moschovas and Jennifer Moschovas for interfering with custody of Juliet Odierna on Thursday.
According to Cape Coral Police Department, around 2 in the morning on February, 23rd, 2018, 8-year-old Juliet Odierna was located by law enforcement in Eufaula, Alabama. She was in the company of her stepfather, Theodore Moschovas and her biological mother, Jennifer Moschovas at the time she was found.
The girl's biological father, Robert Odierna, told 4 In Your Corner Theodore was able to gain access to the Oasis Elementary School lunchroom by signing in under his name. He then left the school with the girl, and her mother called the office to let them know her daughter was going home sick. That's when Odierna got a phone call from the school. "All he had to do was go into a computer and sign my name, and get the volunteer sticker printed out for himself," Odierna said.
According to Odierna, the couple has tried to take his daughter two other times. During one attempt, they took the child all the way to Massachusetts and tried to register her into a school system over there. He said the school knew about these attempts. "After the first attempt, we had safeguards in place where only I would pick up Juliet from the office. No more car line pickup," he said. "Obviously, they found a loophole where there was a very lax security."
After the incident, the Cape Coral Charter School Authority sent parents an email, listing security changes.
* Self service sign-in will not be available. All check in will be through the receptionist.
* In accordance with classroom building protocol for entry, any person, volunteer, or visitor will be asked for a drivers license or a state ID to enter the administration building.
* Parents will no longer be allowed to eat lunch with their child.
* Birthday party treats can be dropped off in the front office and the teacher will distribute to class at a designated time.
4 In Your Corner had follow up questions, but a representative for the school system said they did not have a comment at this time. They referred parents to attend a meeting scheduled for Monday at the school to discuss the new policies.
However, Friday evening, it was announced that the meeting was canceled. It is not clear why.
